UBCP Background Extra Members (BEMs) are a valuable part of the Union and the inclusion and active participation of this sector is important for UBCP. UBCP has been actively encouraging BEMs to participate in all Union activities including Membership meetings, subsidized Member education programs, free audition taping facilities, industry events and various committees. As of 2011 ACTRA Fraternal Benefits Society has offered Health Care Benefits to Background Extra Members. UBCP has continued to educate producers on respect and dignity issues for all BEMs.
At a recent ACTRA National Council meeting changes to the ACTRA By-Laws were approved that will affect UBCP Background Extra Members. These changes have been made to strengthen the unity of all UBCP Members by updating criteria for both joining as a BEM and also earning a first credit to become an Apprentice.
The changes are:
1. In order to be eligible for UBCP Background Extra Membership the number of days worked in the preceding 12 month period has been reduced to 15 from 24.
2. There will no longer be a four year time limit after joining as a BEM in which to accrue either 200 days of work or 1600 hours of work in order to apply for a first credit for Apprenticeship.
A new practice is being implemented and annual dues will now be collected from BEMs for the coming 2012 – 2013 dues period in the amount of $30.00 (working dues will still be waived). This will allow us to properly account for the BEMs who are working in this jurisdiction so that we can better serve this sector.
Pursuant to Article 6.5(a)(c) of the UBCP by-laws, a BEM who runs for an elected position or who wants voting rights on the ratification of any collective agreement will be required to provide proof of working 15 days during the period of 12 consecutive months calculated from April 1st of each year.
These changes are one step in providing a more inclusive and meaningful union identity for Background Extra Members.
